Tele2 Kazakhstan has launched 3G services in two areas of the country without obtaining the necessary operating licences, Telecompaper reports. The operator is using 900MHz spectrum to provide the services, while its rivals have bought permits for 2100MHz frequencies, incurring additional costs in the process.
