Ofta, the Hong Kong telecoms regulator, said it will hold an auction for 2.3GHz broadband wireless spectrum which was not allocated in a 2009 process, stating that both new entrants and incumbent operators may participate, but that a spectrum cap of 30MHz will be imposed. The licensing process will take place in the second half of 2011, when the minimum fees will also be announced.
