Costa Rican publication Tico Times says that the issue of a number of new mobile licences in the country may now be delayed after seven companies involved in the process complained about a lack of clarity in the tender documents, which were issued by the regulator SUTEL. Costa Rica currently has one mobile operator, ICE, which held a monopoly until the introduction of new free-trade regulations; however, the licensing procedure for new entrants has been slowed by a number of “technical snags”, the paper says.
