Globes reports that new licensee Select Communications has failed to secure financial backing from an Israeli bank, instead providing the regulators with a guarantee from Goldman Sachs. Under the terms of the issue, the potential operator had to secure local support for its financing plans, and the country’s tenders committee will now have to decide whether to accept the foreign guarantee or not. Select was awarded the permit after an early successful bidder, 018 Xfone/Marathon Telecom, failed to pay its deposit.
