Globes reports that groups bidding in the tender process for two new mobile licences in Israel are considering teaming-up for a joint bid, with the fact that there are currently five parties interested in just two new permits creating the possibility that a bidding war will emerge otherwise. It was noted that the government has placed a low minimum on the licences in exchange for the rapid entry of the new players into the market, to address concerns that the country currently lacks competition –the license fee may even be refunded to the winners, based on the speed of their buildouts.
