Iraq’s communications minister expects the country’s fourth mobile licence to raise between US$1 billion and US$2 billion in an auction which the government hopes will happen by the end of 2011. Mohammed Allawi said the estimated figure included installations and infrastructure costs as well as the licence fee. The three winners of an auction in the country in 2007 each paid US$1.25 billion for their licences.
