The Estonian authorities announced the winners of its recent 2.6GHz spectrum auction, with existing mobile operators EMT, Elisa and Tele2 winning licences, alongside fixed-line operator Elion Enterprises.  According to The Baltic Course, Tele2 initially missed out, when two licences were awarded to Finnish companies affiliated to Elisa picked up permits, although one of these subsequently refused to pay the necessary fees.  Almost immediately, TeliaSonera, owner of EMT,  said it has launched the first commercial LTE services in Estonia, serving the city centres of Tallinn, Tartu and Kohila, and the IT College of Tallinn University of Technology.
