It was reported that a number of companies had contacted SUTEL, the Costa Rican telecoms watchdog, about a mobile licensing process set to take place before the end of 2010, with names on the list apparently including Cable & Wireless, Telefonica, Claro, Digicel and Millicom. The new entrants, which will compete with state owned ICE, will have to have experience in the mobile sector – requirements include revenue of at least US$450m outside of Costa Rica, a customer base of more than 1.8 million customers, and operations of at least five years in one country.
